1) Government colleges are becoming islands of state craft, largely because of political interference, and the oft-changing norms and reservation policies. There is a total inability on the part of administrators to understand the ethos of how academic institutions grow.
2) An educational institution, if it is to grow and flourish, has to have a personality and a vision of its own. This is not possible when a College is managed by the Government.
3) A College derives its identity from the personality of the Principal. In Government institutions where the senior most Professor is posted as the Principal and that too only for a year or even less, for reasons of age, there is absolutely no sense of stewardship felt in the institution.
4) Private colleges are no better than Government colleges and are no models, since they have become simply money spinners for the Sponsors and they employ teachers with minimum or less minimum qualifications, for saving on salaries for sectional interests.
5) Private colleges tend to function in an arbitrary manner and trade unionism amongst the teachers is directly traceable to the manner in which these private management functions.
6) The solution to this problem lies in ensuring a better management through local Committee vested with responsibility for managing the colleges, while the Sponsors retain the ownership of these Colleges. Such Managing Committee should have a proper mix of ex-academicians, members of the public and official nominees.
