B Ramalinga Raju, popularly known for the heavy accounting frauds of Satyam, had formulated a model for emergency services named “108 Emergency Service”. In the year 2005 Raju set up an NGO, Emergency Medical and Research Institute, which was later taken over by GVK group in 2009 after the fraud.
Today, the GVK EMRI ( Emergency Management & Research Institute) has excelled immensely in the Emergency Services in India. Operating as a Non-profitable organization in the Public Private Partnership mode, GVK EMRI rules the monopoly for professional Emergency Provider in India. This service is provided in Public Private Partnership between State Government and GVK Emergency Management and Research Institute.This kind of public-private partnership model is being adopted by many States, as in the past 7 years, 11 states have opted this kind of functioning for emergency services.
The aim of this NGO lies at saving a million lives in our country and has set the perfect pace for its expansion in the coming years. The expansion has been carried out by setting up Institute centres & place ambulance across many states of India.GVK has over 3160 ambulances across Andhra Pradesh, Gujarat, Uttarakhand, Goa, Tamil Nadu, Karnataka, Assam, Meghalaya, Madhya Pradesh, Himachal Pradesh, Chhattisgarh and 2 Union Territories Dadra & Nagar Haveli and Daman & Diu. During the expansion a lot of focus has been kept on making analytical studies on the kind of emergencies that people generally suffer and accordingly cater to them. By carrying out the study and the expansion, this emergency module would have made sure that individuals sufferings which use to take place in the country on a very large scale earlier is reducing now due to the efforts taken by the NGO.
To ensure quick service, “108 Emergency Service” has made sure that the emergency help is provided within average 18 minutes & until then enough arrangements are made to take care of the patient. Uttar Pradesh plans to have 1800 ambulances which is the largest number of ambulances functioning within a city under GVK EMRI. At present across India there are 3,147 ambulances which are accessible throughout the week, day & night. This helpline is going to become nation-wide number which will enable people to avail faster Emergency services & therefore with the rise in demand of this service, the 104 helpline is now non-existent. All these ambulances are mapped with well integrated systems which can guage the nearest hospitals and till the time the patient reaches, there is adequate help within the cabin. GVK EMRI also provides the online services for doctor consultation & also provides a well established system for communication with police stations to accomplish legal formalities in accident or criminal cases. In terms of funding the entire functioning of the organization, the government of the particular state pays 95% of the maintenance cost whereas the 5% is spent by GVK on managerial working. In 2010 the court ruling was in favor of GVK EMRI as 2 non-government organizations in 2008 had appealed in the Supreme Court. Most of the State governments source the 80 crore funding annually from the National Rural Health Mission for carrying out the operations of the Emergency Services.
